Man sagt oft: Zahlen regieren die Welt.

Das aber ist gewiss, Zahlen zeigen wie sie regiert wird.

GOETHE,

PREFACE

WITH the generous co-operation, as in past years, of the Government departments of the various States of the world, including those of the British Empire, and other helpers, it is hoped that the information in the YEAR-BOOK will be found to be brought up to the latest available date. Various events during the past twelve months have involved important changes, not the least of them being the lamented death of His Majesty King Edward VII., and the accession of King George V. The changes arising out of the Union of South Africa will be found recorded either in the text or among "Additions and Corrections," as well as on one of the maps. Another map shows the New Federal District and Capital of the Australian Commonwealth. In the text and in an introductory map the proposed changes in the Administration of the Belgian Congo are indicated. The section on China has been considerably improved, especially as regards Education and Provincial Government. The notice of the Anglo-Egyptian Sudan has also been much improved. In certain cases, where it has seemed desirable, foreign money, weights, and measures have been converted into English equivalents. The results of the action of the French Legislature with reference to Old Age Pensions have been included. The introductory pages include a section on Second Chambers, the results of the Census of Production, and other matters of general interest. Special attention is drawn to the maps and to the "Additions and Corrections." Again we offer our warmest thanks to all who have co-operated with us in the production of this new edition of the YEAR-BOOK.
