The Japanese have also lost, by mines, old ships Hei Yen and Sai Yen, small cruiser Miyako, and two or three torpedo
craft are believed to have been sunk.

The reported loss of Asama is uncertain. Takasago was lost with all hands, loss officially announced in January.
Battleship Asahi was torpedoed, but is reported repaired; cruiser Chiyoda ditto. Battleship Mikasa badly damaged
in battle (August) since repaired.

The following are "interned" in neutral ports:-Tsarevitch (battleship), Askold and Diana (cruisers). About twentyfive destroyers have been lost, fifteen by battle, ten "interned. Gromoboi and Rossia (cruisers) badly damaged in battle, reported repaired. Bogatyr (cruiser) wrecked, reported repaired.

ADDITIONS AND CORRECTIONS.

GREAT BRITAIN.-The following ministerial changes have occurred :

Secretary for Scotland.--The Rt. Hon. the Marquess of Linlithgow, in succession to the Kt. Hon. A. Graham Murray, who is now Lord Justice General of Scotland.

Solicitor-General for Scotland.-Edward Theodore Salvesen, K.C., in succession to David Dundas, K. C., who is now a Judge in the Scottish Court of Session.

First Lord of the Admiralty.-The Rt. Hon. Earl Cawdor, appointed March, 1905, in succession to the Rt. Hon. the Earl of Selborne, who has been appointed High Commissionér in South Africa.

Chief Secretary to the Lord-Lieutenant of Ireland.-Right Hon. W. H. Long, in succession to the Right Hon. G. Wyndham.

President of the Local Government Board.—Right Hon. Gerald Balfour, in succession to the Right Hon. W. H. Long.

President of the Board of Trade.-Right Hon. the Marquess of Salisbury, in succession to the Right Hon. Gerald Balfour.

President of the Board of Agriculture and Fisheries.-Right Hon. Ailwyn Fellowes, in succession to the Right Hon. the Earl of Onslow.

Registered Electors.-The number of electors on the register for 1905 in England and Wales, Scotland, and Ireland, respectively, is as follows:

Church of England.-The voluntary offerings of the Church of England (as shown by returns of parochial incumbents), exclusive of contributions to societies supported by both Churchmen and Nonconformists, amounted in the year ending Easter, 1904, to 7,811,6731. The offerings were for the following purposes :

The Navy.-The Navy estimates for 1905-06 amount to 33,389,0001., as against 36,889,000l. for 1904-05, the reduction being due to a decrease in liability both for new construction and for repairs. Between April 1, 1904, and March 31, 1905, there were completed: 4 battleships, King Edward VII., Commonwealth, Swiftsure, and Triumph; 1 armoured cruiser, Cornwall; 4 third-class cruisers, Diamond, Sapphire, Topaze, and Amethyst; 12 submarines, 9 destroyers, 4 torpedo boats, 1 river gunboat, and a new Admiralty yacht. On April 1, 1905, there were to be under construction : 8 battleships, 15 armoured cruisers, 1 second-class cruiser, 1 third-class cruiser, 8 scouts, 18 destroyers, and 11 submarines. The vessels to be begun in the financial year, 1905-06, are:-1 battleship, 4 armoured cruisers, 5 ocean-going destroyers, 1 ocean-going destroyer of an experimental type, 12 coastal destroyers, and 11 submarines.

A Parliamentary paper [Cd. 2430] of March 15, 1905, shows the changes made, or being made, consequent on the redistribution of the Navy. The paper is too long for reproduction here, but the more important changes are:

(I.) Increase of the Channel (late Home) Fleet to twelve battleships.

(11.) Reconstitution of the late Channel Fleet as the Atlantic Fleet, with its permanent base at Gibraltar, under the command of a Commander-in-Chief.

(III.) Constitution of the First Cruiser Squadron, affiliated to the Channel Fleet, and of the Second Cruiser Squadron, affiliated to the Atlantic Fleet, and each con. sisting of five armoured cruisers, to be increased in the near future to six armoured cruisers.

(IV.) The abolition of the South Atlantic Squadron.

(V.) The reconstitution of the Mediterranean Fleet with eight battleships, and the constitution of the armoured cruisers attached to the command as the Third Cruiser Squadron.

(VI.) Arrangements for the repairs of the Channel Fleet to be carried out at the Home dockyards, and those of the Atlantic and Mediterranean Fleets at Gibraltar and Malta respectively. (VII.) The constitution of the Particular Service Squadron under the command of the Commander-in-Chief, North America and West Indies Station, composed of the Flagship on that Station, and the five sea-going training ships for cadets, youths, and boys. This forms the Fourth Cruiser Squadron.

Provision is made for combined manoeuvres by the fleets on a large scale, and the various cruiser squadrons have their assigned cruising grounds. The memorandum deals also with the organisation of torpedo flotillas, and definitely provides for exercises with torpedo craft.

Army. The number of men on the Home and Colonial Establishments of the Army, exclusive of those serving in India, according to the estimates for 1905-06, is 221,300, as against 227,000 in 1904-05. The estimated net expenditure for 1905-06, as compared with 1904-05, is as follows:

The net increase in the estimates for 1905-06 is thus 983,0001. The number of officers and men on the regimental establishments of the Army, the Army Reserve, and Auxiliary Forces for 1905-06, as compared with 1904-05, is as follows:
